The Law Enforcement Career Center (LECC) has developed a four program series
to help educate children as well as their parents about online dangers. The first
program was specifically designed for the needs of our 5th and 6th grade children.
The second program was distinctively created for our “turf” protecting 7th and 8th
grade children. The third program alerts parents to the myriad of dangers posed by
the Internet to their children. The forth program instructs parents on how to limit
your child’s vulnerability while on the Internet.
Parents-Online Dangers
Parents are, unfortunately, woefully uneducated about the threats
the Internet poses to their children. This LECC program enlightens
parents to many of these existing threats. These threats are very
disturbing yet a must-see for all parents with children using the
Internet.

at this presentation.
Parents-Safety Tips & Computer Savvy Once parents have been made fully aware of the Internet dangers, they will demand to know the best ways to minimize the threats to their children. This LECC program will offer safety tips and recommendations from law-enforcement. It will also offer guidelines from a computer expert on how to minimize your child’s risk when accessing the Internet.

William Plahm
Cook County Sheriff’s Police (retired)
William Plahm is a retired twenty-five year veteran of the Cook County Sheriff’s Police
Department (CCSPD). The Cook County Sheriff’s office is the second largest Sheriff’s
Department in the United States. During his career with the Sheriff’s Police, William worked in
the patrol division, undercover narcotics, gang crimes, witness protection and criminal
investigations.
In 1997, CCSPD formed the Child Exploitation Unit (CEU). William became one of the first
members of the CEU, which was specifically created to combat online Internet solicitation and
molestation of children. The focus of the CEU was to arrest those individuals willing to travel to
meet underage children for sexual purposes.
William’s duties with the CEU included accessing Internet chat rooms while acting in an
undercover capacity as an underage child. William engaged in chat conversations with persons
interested in child pornography and sexual relations with minors. William was involved in the
arrest and prosecution of nearly two hundred child predators throughout the United States and
four foreign countries. Every online Internet arrest resulted in a successful prosecution.
Following retirement in March of 2003, William was employed as a consultant for CCSPD and
United States Postal Inspection Service. His duties with the CCSPD included training and case
management of Child Exploitation Investigations.
William’s duties with the U.S. Postal Inspection Service included online investigations. This
included engaging in chat conversations with persons interested in child pornography or sexual
relations with minors. Every arrest made as a result of William’s work was successfully
prosecuted in the United States District Courts. Other duties included analysis of images,
records and files for evidentiary materials.
William has instructed at the CCSPD Training Academy on child physical and sexual abuse
investigations. He also trained police officers on Internet solicitation and child pornography
investigations. William has instructed at other police departments throughout Illinois on
combating online Internet child molesters. He has conducted many public awareness seminars
to citizen groups and children.
Most recently, William was a featured speaker for the Peel Regional Police Department in
Ontario, Canada. The Peel Regional Police Department hosted Canada’s first seminar dealing
with “Combating Online Child Exploitation.”

Strategic Security Solutions
A computer with Internet access exists in most of our homes today. The Internet
provides us with as many valuable tools for education, entertainment and access to
our children. Their goal is to sexually exploit our child.
5th and 6th Grade Children
Most children in this age group are already using the Internet and its communications tools. They are
particularly vulnerable to online predators because of their trusting nature. The LECC program
addresses this group’s safety concerns with sensitivity to their young age. This age group will be
instructed to work with their parents and tailor their Internet activities with safety as a priority.
7th and 8th Grade Children This age group uses the Internet and its communication tools regularly. This age group often views the dangers of the Internet as “something that only happens to someone else.” They do not wish to acknowledge the dangers of the Internet because they fear that their computer usage may be restricted or monitored by their parents. Consequently, they are very “turf” conscious. This LECC program is more direct in dealing with Internet threats posed to this “sought after” group.
